He was born in 1953, graduated from English Department of Hunan University in 1977 and from China Foreign Affairs University with a Master Degree in Law in 1984. From 2004 to 2008, Li was Deputy Secretary General of State Council and Vice Director of CPC Central Organization Committee. Since 2008, Li serves as Chairman of 11th NPC Legislative Affairs Committee, Vice Chairman of 11th NPC Law Committee, Member of 17th CPC Central Commission for Discipline Inspection and Member of 11th NPC Standing Committee.
